Visiting the Chang Ping Experimental Base of National Institute of Metrology,China

On October 23, 2019, our company and Beijing Electric Albert Electronics Co., Ltd. were invited by Duan Yuning, party secretary and vice President of National Institute of Metrology,China to visit Changping experimental base for exchange.

Founded in 1955, the National Institute of Metrology,China is a subsidiary of the State Administration for Market Regulation and is the highest metrological science research center in China and a state-level legal metrological technology institution. Changping experimental base focusing on advanced research of metrology, is a base for scientific and technological innovation, international cooperation and talent training.

The people attending the meeting mainly included: Duan Yuning, the party secretary and vice President of the National Institute of Metrology,China; Yang Ping, the director of business quality department of National Institute of Metrology,China;Yu Lianchao, the assistant of Strategic Research Institute; Yuan Zundong, the Chief measurer; Wang Tiejun, the deputy director of the Thermal Engineering Institute;Dr. Zhang Jintao, the person in charge of the National Science and Technology Progress Award;Jin Zhijun, the Secretary General of the Temperature Measurement Professional Committee; Sun Jianping and Hao Xiaopeng, the Dr. Thermal Engineering Institute.

Duan Yuning introduced the scientific research and the economic and social development of metrology service of National Institute of Metrology, China, and watched the propaganda video of National Institute of Metrology,China.

While visiting the laboratory, we first listened to Mr. Duan's explanation of the famous "Newton apple tree", which was presented to the National Institute of Metrology,China by the British National Institute of Physics.

Under the guidance of Mr. Duan, we visited the boltzmann constant, precision spectroscopy laboratory, quantum metrology laboratory, time-keeping laboratory, medium temperature reference laboratory, infrared remote sensing laboratory, high temperature reference laboratory, and other laboratories.Through the on-site explanation of each laboratory leader, our company has a further detailed understanding of the advanced development results and advanced technology level of National Institute of Metrology,China.

Mr. Duan gave us a special introduction to the time-keeping laboratory, which includes the cesium atomic fountain clock developed by the National Institute of Metrology,China.As a country's strategic resource, accurate time-frequency signal related to national security, national economy and people's livelihood.Cesium atom fountain clock, as the current time frequency reference, is the source of the time frequency system, which lays a technical foundation for the construction of an accurate and independent time frequency system in China.

Focusing on the redefinition of temperature unit -- kelvin, Dr. Zhang jintao, a researcher of the Institute of Thermal Engineering, introduced to us the boltzmann constant and precision spectroscopy laboratory. The laboratory had completed the project of "key technology research on major reform of temperature unit" and has won the first prize of national scientific and technological progress.

Through a series of innovation of methods and technologies, the project obtained the measurement results of boltzmann constant of uncertainty 2.0x10-6 and 2.7x10-6 respectively, which were the best methods in the world. On the one hand, the measurement results of the two methods were included in the recommended values of international basic physical constants of the international commission on scientific and technological data (CODATA), and is used as the final determination of boltzmann's constant. On the other hand, they are the first achievement in the world to adopt two independent methods to meet the redefinition, making China's first significant contribution to the definition of basic units of the international system of units (SI).

The innovative technology developed by the project provides a solution for the direct measurement of the core temperature of the fourth-generation nuclear reactor in the national major project, improves the level of temperature value transmission in China, and provides temperature traceability support for important fields such as national defense and aerospace. At the same time, it is of great significance for the realization of many technical approaches, zero traceability chain, primary measurement of temperature and other thermophysical quantities.

After the visiting, Mr. Duan and others communicated with the representatives of our company in the conference room. Mr. Duan said that as the members of the highest measurement technology unit in the country, they are willing to help the growth of national high-tech enterprises. Xu Jun, Chairman of the Board, Zhang Jun, General Manager, and He Baojun, deputy general manager of technology expressed their gratitude to the people of the National Institute of Metrology,China for their reception.
